I think Inoue is targeting him as the smallest 126 belt holder because he plans to go back to 122 for one fight to face Nakatani before moving back to 126 full time.
People are bringing it up because Inoue is supposed to fight him in December if he beats Cardenas and Akhmadaliev. It's not something that is coming from nowhere, Inoue called his name out at a press conference in Japan and the commentators on today's fight mentioned it several times.

They're going to give Ball a hometown title defense and then feed him to Naoya Inoue this December.
I doubt Frank puts Ball up against any of the other belt holders. Especially Espinoza.
