He has been #1 with the WBA for long enough, while Morrell has been defending that the WBA rules guarantee he'd have been offered a mandatory shot before they'd have ordered a mandatory against a lower ranked opponent. There's at least been two occasions that Morrell fought someone lower ranked as a mandatory while Mbilli didn't have a fight scheduled. That means Mbilli turned the fight down at least two times. Morrell has defended 6 times. Mbilli should have fought him for a title instead of Rohan Murdock.
Maybe WBA has severed relations with Luis Decubas who had ties with WBA since time immemorial.

Berlanga would be ok as a 3rd fight to be squeezed in at the end of the year around December.
But not as a fight on either of the two traditional Mexican holiday weekends. In my opinion.

It's always interesting to see the competition between the WBA and WBC to see who is the scummiest sanctioning body. They have different approaches to their sleeziness but both are equally effective in demonstrating it.
You don't have to worry, Berlanga is never fighting Morrel anyway because his name has now been mentioned as a possible opponent for Canelo. He'll go years without facing anyone considered a challenge if that's what it takes to not blow a chance at the Canelo payday.

But Mbilli is also based in North America and promoted by Eye Of The Tiger Management, which has an association with Top Rank.
In this case it is the English promoter Eddie Hearn who appears to have slipped an envelope of money to the WBA.
