There is a criteria that needs to be met to make a new Lineage. Do you even know what that criteria is? If so, how did Pacquaio-Bradley fit that? You tell me.

How can someone coming off a loss, fight a guy who’s 2-1-1 in his last 4 for the vacant lineage?
On top of the fact there are other current champions in the division at the time.
How can that possibly make any logical sense?
Title belts have nothing to do with lineage, first off. There have been several world titlists that weren't even ranked in the top 10 by Ring or TBRB. Crawford vs Beltran was a lineal title fight even though Crawford only had the WBO belt, Beltran had no belts, and other guys had belts at the time.
When Pacquiao lost to Floyd he didn't fall in the TBRB rankings. He was just behind Floyd before the fight and nobody jumped him after Floyd beat him. Floyd retired leaving Pacquiao as the #1 fighter. Bradley beat Vargas (who was 26-0 at the time) and stopped Rios (who was coming off a win over 33-0 Mike Alvarado), which elevated him to #2. #1 fought #2 with the title vacant, thus a new lineage.

No the rule is they have to be “universally #1 and #2” which they weren’t. Hence why it can’t be for a new Lineage.

And you can pick apart several "universal" lineal titles. Fury is still claimed to be lineal at heavyweight by many even though he retired and TBRB and Ring Magazine now recognize Usyk as their champion.
How does Hopkins become lineal at MW? Beating a blown up WW who got his title from Joppy? Who did Floyd win his from? Baldomir with 9 losses? From a gift decision against Castillo? LOL We can pick apart a lot of lineal title holders and how they got there. Whether you like it or not, Pac is recognized as a lineal champ in 5 weight classes.
Not really. Those Lineages were won and not vacant.
Baldomir was the lineal champion because he beat Judah who beat Spinks and so on and so forth. You can’t “pick that apart” that is objective.

TBRB had Pac and Bradley as the top 2 fighters at the time of their fight. That's largely where Pac's lineal claim at 147 comes from. I don't mind if people want to discount it but TBRB is the most trustworthy rankings we have available to us.

you can add terry mcgovern. he knocked out frank erne (reigning lightweight champion). it wasn't sanctioned for the title but it was a knock out, not a newspaper decision.
