Liston had a couple freaky KOs but he was not an overall aggressive fighter and many fights went the decision. Foreman on the other hand went out like a killer and clubbed his opponents to the death and has a higher KO ratio. Foreman was also considered invincible in his prime and Muhammed alis teammates feared for Alis life prior to the bout.
So why with all this said in retrospect is Liston considered more intimidating than Foreman?

Foreman had his own criminal past, just not mob level connections like Liston. He was a real dick head in the early days but he adopted a marketable persona especially in his comeback era. Wouldnt surprise me at all if he can be an asshole when cameras arent around.
Foreman is the superior fighter to Liston. Its just that liston was first and also Liston was pretty large at near 220lbs for the 1960s when most heavyweights like floyd patterson were basically blown up light heavyweights and would fight at cruiserweight today. By the 70s the 220 pounds range was a lot more common, guys like Norton, Shavers, Lyle, Chuvalo they were all basically the same size as liston and foreman.
Liston carried the bad man aura everywhere, he had Mob connections and jail time for arm robbery assaulting police etc and was a powerful formidable fighter in the ring.
Bad bad Leroy Brown, baddest man in this whole dam town, badder than ol King Kong and meaner than a junkyard dog.
That song was Sonny Liston.
