It’s essentially just Canelo and his team admitting we couldn’t beat you at 100% so we’re going to try and drain you. Bivol has never even fought at 168, he even fought at 81 kg which is about 178 lbs as an amateur over a decade ago.
I really hope Bivol tells them if you want to try and avenge your loss then you’ve got to come to 175. Unfortunately though money talks.

Yes, I believe he is about 182 on the fight night. But that doesn`t mean he can make 168.
I've watched some of his training videos, and it looks to me like he starts his camps a little soft around the middle. So, he may walk around north of 190. He's a pretty ripped 182 on fight night. 168 may indeed be a bridge too far.

Canelo's fighting weight as a younger man - in his early to mid 20s - what you yourself are calling his 'prime' was around 172 - 174Lbs (as attested by his unoffical weights from his early 20s) as a JMW. By his late 20s - 30 or so as a MW that will have increased slightly but also his ability to drain and rehydrate would also be diminsihed. Now in his 30s his fighting weight in the ring is in the upper 170s - if I had to guess somewhere about 178 - 180. Almost precisely in line with the sort of increase you'd expect in a heathy athletic male between 22 and 32.
In fact contrary to your assertion that he 'got fat' he's actually maintained his shape incredibly well - gaining 4 or 5 Lbs of ring weight during 10 years of physical maturation is actually very good.

I didn’t stick around for the official announcement. I thought Bivol won the fight handily but it was Vegas so I’m not surprised.
