They should at the very least announce something in the coming days. If not, I’d try contacting them directly via phone, email etc. If they refuse based on terms and conditions, threaten them with legal action. I’m going off British law here but you should be covered by the Fraud Act 2006 as you bought those tickets on the premise that the event would be headlined by Manny Pacquiao and Errol Spence, by providing an alternative main event they have essentially obtained your business dishonestly.

I have in the past (smaller fights than Pacquiao/Spence mind), the promotional company had came out and stated it via social media or a direct email. So worth keeping an ear out.

Typically, when you purchase tickets for a fight event there's a clause that "fight card subject to change". Your ticket is for that event not to see a specific fighter. The event appears to still be going on just with a replacement fighter.
As for a wager, if one of the fighters is scratched that particular bet is voided.
That's been my experience with tickets and wagers.
I have had the card change and they would not offer refunds but I never had tickets for a super fight like this where the stars command such a ticket price.
When you read most of those tickets it says that bouts are subject to change. You might want to check the stubs first and then call them.
