WADA changed the ruling in the light of the fact that it's virtually impossible to actually prove deliberate Clenbuterol abuse in those countries (Mexico, Guatamala and China) where it's commonly used in livestock. Candles 'trace' was 600 - 800pg/ ml - in the range of 100x the detectability level - so whilst anything measured in picograms could be called 'trace' in laymans terms in the context of drug testing it most definitely isn't.
