Most of the 'natural' guys started boxing in highly competitive gyms/areas and went through huge amount of sparring early on (Toney) which got them to feel comfortable in all kinds of situations in the ring and to stay composed under pressure. Big bonus if they started training really young (Duran, Benitez, Whitaker).
On the other hand, if ‘natural’ means that a guy just likes to fight, than all accomplished fighters (amateur and pro) are ‘natural’.

I think every top level fighter comes under the learned category to am extent because they all put in endless hours of training

Eric Morales and James Toney are naturals. They do things instinctively which cannot be taught.
All champions do thats why they champions.
Meaning they do little things different or better than the others.
Taught fighters in boxing are very orthodox styles, JMM Monzon Arguello Kessler etc.
Natural fighters are aggressive Tyson Duran Porter etc.
Natural athletes are Jones Floyd Pernell silky smooth cat reflexes .
I have never classed Mayweather as a natural fighter 'You can see that it is very learned processed by the way he fights' Mayweather always appears extremely choreographed.
I simple way to identify a natural fighter is? All natural fighters will be able to handle themselves in a street fight 'Where as Learned fighters, will not be great street fighters'.

Most are pretty much natural fighters if you are looking at it from a simple point of view. It is very difficult to even box at a competent level if you don't have a natural feel for moving around and throwing punches.
People get it twisted because they see certain defensive or cautious boxers and assume they don't know how to fight without rules or they lack aggression. That is not the case. They simply understand that it is not in their best interest to go toe to toe with a boxer whose style is more tailored to that.
Look at Wladimir for instance. People are chalking him up as not having that mean streak in him but they seem to forget that younger Wlad used to bring the heat before he started being more tactical. You better believe he can still get guys out of there if he decided to let his offensive arsenal loose. It's just that against skilled competition he leaves himself vulnerable to getting caught.

it implies that genetics is responsible, but your example - two brothers - basically shreds that argument

Wlad was a beast, especially under Steward, who taught him to cover his shortcomings by fighting to his strengths
