I've only seen boxers in my lifetime who were continuously ducked during their prime to the point they could only fight bums because the good fighters were scared of them. Guillermo Rigondeaux and Gennady Golovkin.
No one wanted a piece of Rigondeaux when he was on top. Guys would intentionally skip weight classes to avoid him. He didn't get a top fight until he was 40 years vs Loma. Loma waited till Rigo slowed down before challenging him. Bob Arum said that fighters would be scared anytime Rigo's name was brought up against them. They looked like they saw a ghost.
GGG's prime featured him fighting a whole bunch of bums. Everyone was scared of him before 2016 when he was his most dominant. Canelo gave up his belt instead of fighting a younger prime GGG. He only fought him when he was convinced GGG was older and he could have favorable judges in his corner.
wba stripped rigo of their super belt to allow frampton - quigg to be a unification fight (quigg was their regular champion). then after both of them left super bantam, wba reinstated rigo as their champion. it's disgusting. golovkin at least made some good money in the end. rigo had to sell his soul to at least get 1 million.
but the most ducked is fres oquendo. everybody is ducking him for 6 years lol.
GGG never bothered to go to 168, he camped out at 160 fighting bums.
If he was going to fight bums, might as well have fought larger 168 pound bums if he claims he was able to beat them.
Everyone at 168 was a bum. Middleweight is one of the most prestigious divisions in Boxing. Everyone wants to be in it. No one gives a damn about 168 or 175 which is why Andre Ward went his whole career undefeated while making like 1/10 of the money that GGG did.
GGG broke the record for Middleweight defenses. A division that was known for greats like RJJ, Hopkins, Hagler, Monzon, SRR. No one has ever made a list of the greatest 168 or 175 fighters, but they have for the best middleweight fighters.
Still on this bull sheet. Andre Ward would have thoroughly outboxed GGG. But he spent most of the time GGG was on the rise ducking his promoter. There was a time where it might have happened but GGG was busy manuvering for much bigger fights against Cotto and Canelo. Then Ward moved up rather than bid his time at 168.

Hagler was ducked a lot. Tyson. Spence was for a decent period in this era.
Basically any guy in history who 1) would likely beat you 2) would likely really hurt you in beating you and 3) brought little to no money in fighting would be the most ducked guys. Some combination of those 3 things.
