The logic is he was a relative nobody who came in as a late replacement and had one Buster Douglas-esque night against an opponent that looked past him, then lost almost every round of the rematch a few months later. Nobody was looking at Ruiz as some big important fight for Joshua going in, and the rematch was seen more as AJ righting a wrong rather than some career defining win.

I think people are gassed on Povetkin right now for chinning Whyte but me personally those bottom 3 are all interchangable
The tricky part is WHEH AJ fought them.
Povetkin was certainly better than Parker, but he was 39 years old when he fought Joshua.
Pulev is better than Whyte but he is also 39 years old. These two are left over Wlad opponents.
Povetkin is a good fight however you look at it. His only losses are Klitschko and Joshua; and only KO against the latter

He stopped Hammer, even though Povetkin couldn’t.
You included Takam, even though Chisora stopped him, yet Fury stopped Chisora.
The likes of Cunningham are no worse than Wach etc, probably better.
Fury doesn’t lose his big fights too, Povetkin does. That’s what matters..
I’d have him above Whyte
Whyte and AJ fought at domestic level but Whyte wasn’t even ready for a British title shot at the time, so I don’t think that should be included.
Pulev is probably on par with Parker as an opponent. I’d have them behind the Wlad and Povetkin fights. Parker had a decent close win over Ruiz, but never looked impressive in any other fights and even lost to Whyte.
