He was one of the longest reigning champions to have not attempted a unification. Shelly doesn't have much shame but even he knew that Wilder needed a credible opponent. Fury represented that, with a claim to a lineal title and an added bonus that he was straight out of the pub.
Team Fury knew something that Team Wilder didn't. That's the art of matchmaking.
I don't know that he'll regret it. He took a gamble that he thought he had a good chance of winning, and the worst case was that he got two big fights and earned more in them than the rest of his career. He may even get a third big earner out of it.
Another alternative was Joshua. More money (at the time) but probably considered higher risk too (at the time).
The last option was to continue building up PBC guys for his knockout reel. He'd still be champion, but have nowhere near the money.
What he did was better than the PBC option.

Don't hate on Wilder for daring to be great. He drug the true #1 guy out of retirement and challenged him. Takes balls. He knew Fury was the man to beat, the boogeyman, and AJ was / is a paper champ.
