I would say hes probably top 10 all time HW at that point.

- Came back from "retiring" for years, ballooning up to 400lbs and being considered done, only to become the best HW in the world a second time.
- Fought Wilder in America, got up from what looked like certain doom in the final round only to be screwed by judges
- Fought Wilder in America again, this time with a totally different gameplan and absolutely slaughtered him
Then add to that the Joshua, Usyk/Whyte whatever chapters. Honestly it wouldnt surprise me if it ends up as a movie one day.
Nothing left to prove against Wilder. If he beats Joshua, Whyte, and then maybe someone like Dubois who looks like the best of the next generation, Fury goes down as the GOAT British boxer and arguably the best HW of all time.

Well he would be the greatest of his era, but it is not a deep era 'Fury has won TWO fights at elite level Kiltschko & Wilder etc' That is not his fault, because the era is not deep.
If he retires undefeated and beats AJ and probably has a trilogy match with Wilder he’s up there with the all timers.
Ali lost a part of his prime due to refusing to serve during Vietnam.

If Fury beats Joshua the way he beat Wilder - and I think he will - then he's got a better legacy than Lennox Lewis imo.

Beating Whyte would not mean a lot. Beating Joshua, depending how he did it, would/could make him the best of his time. Best of his time is all any fighter can ever be. After that it’s just a lot of speculation.
