That's because American Black culture is derived from slavery and was concocted by their slave masters to keep them as a perpetual underclass. As a black american man, I've learned there's a vast majority of Africans who are raised and taught to not accept American black men. They're told that we're lazy thugs/criminals here in the US, but as soon as they move here, they do their best to act Westernized. Just my two cents, but this is probably one of the reasons why. From the outside looking in, I've always thought this is why there is a much bigger race issue in the USA than UK (not that UK doesn't have its own problems). Commercial input may also have something to do with it? Being America or UK's great boxing hope probably pays a ton more than wanting to represent Africa more, yet living somewhere else. Well, them representing Africa doesn't make any sense at all. They're not Africans. I would find it weird for any Euro American to do it for "Europe". As far as racial issues go, Black Americans are in such a different situation. You and I (me being from Canada) cannot relate. Our parents came here voluntarily. And these are not the people who oppressed us. The power dynamic is very different in the US, with many whites still having colonial attitudes towards blacks, and blacks still having to live in the same land without gaining any type of independence.
