We need more testing, not less. Just take Jarrell Miller as an example. He has been using PEDs for most of his career, made millions, and almost got a World title shot out of it, because he wasn't being tested.
Now he's "served" a self-imposed ban, and will make millions more, while still doping, and get away with it until he cheats his way to another title fight against someone with the leverage to demand adequate testing.
Only the most radical measures can work -- I can think of some as e.g. a fighter who was caught dirty cannot be taken into account i (after the ban period) in any title battles no matter how good is his resume or even such a person is banned for life from any events.
This would rather take off the willingness to try to be better with doping.

Apparently it's normal if one fighter ducks the biggest fight of all time over random drug testing - yeah charge normal rates and perform basic testing. A billion dollars generated but we can save on testing!

Well Floyd and Manny were each tested 22 times under USADA and it cost 100k - not 150k.
VADA turns out to be charge MORE than USADA and does much less than a WADA signatory.

There should be no testing at all. It's not just the Russians. Anything that isn't on the banned list is fair game. Let the guys fight. They already know what they're getting into. But only the rich and powerful get to cheat.
