The only acceptable 'tune-up fight' for Spence here is taking on his mandatory challenger which should be EASY if he's still as good as he was. That eliminates complications when they do further unifications in the future.
If he wants more soft touches or he's not yet ready for challenges, fine but vacate the belts so that others can be given a chance to make unifications. Belt hostaging should not be allowed in here regardless of what excuses they may be

Put him in with a soft touch. Someone who can box a bit but isn't a hard puncher. That will allow him to test his reflexes and shake off any rust. No need for a chin check first fight back.

Spence already had lost something in his last fight against Porter, in spite of the win. That was the kind of fight that leaves both participants with scars. Think Hagler vs Mugabi. Or Bradley vs Provodnikov.

Spence should not face an unknown commodity in Abdukakhorov, that could be dangerous. He needs to face someone who's been around for a while, but probably doesn't have much time left. Someone to easily build a game-plan for. Hence, Josesito being a good tune-up.
Im not talking as his manager. As a fan my wants is the best vs the best as soon as possible and as many meaningful fights as possible. According to his trainer he’s looking the same as ever in training. Just the fact that he’s been in training so soon bodes well. If he looks alright take the feather fisted mando, if he looks as same as ever, take Garcia. Then fight Pacquiao or Crawford.
I don’t want to wait for Pacquiao to get even older or go through a year of Spence holding the belts hostage. The people around him need to keep a close eye on him, if he looks off or has some uncommon sores and pain just relinquish, take the year off like he probably should have to begin with otherwise he’s just wasting everyone’s time. He’s holding two belts. Not about to sit through 2-3 super bums like some have suggested here.

This is the perfect time to get a mandatory out of the way if necessary. If not, then he should face a top-10 guy. Top-5 if he truly feels like he is all the way back.
