Crawford has belts so it's up to any challengers to make any fight $ viable because they have a lot to gain by beating Bud and he has nothing much besides the money. Crawford is not ducking anyone, it's the potential challengers who know that their chance of winning is slim who are backing away.

Because Top Rank bumped his guarantee for the rest of his prime to $3m a fight, with a likely higher number if they were to try PPV, and Crawford didn't see himself earning beyond that on the open market.
Tim Bradley did the same thing; secure the bag for him and his family, fight whomever Top Rank put in front of him, tell the world that he's fighting whomever Top Rank puts in front of him, and kept it moving.
Crawford's problem is that he really feels himself with that "best fighter on the planet" schtick, but you can't be that guy and also let someone else dictate who you fight and when, which is why there's issues now.

Crawford has yet to show he's a league above anything; you have to go back to Yuriorkis Gamboa in 2014 for Crawford's last meaningful win, so let's be fair here.
Wilder is on his way, and Spence is on his way; this Fall will hopefully show that. With an unified/undisputed heavyweight champion running things for as long as he can hold onto the belts, and an undisputed welterweight champion (with or without the WBO) leading things at 147lbs, before likely moving to 154 and topping at 160, and both being American, you have as good as you can hope for in lotto tickets for PPV stars.

Folks need to watch more fights, lol. Skills are skills, but if all you see is a basic fighter, you're missing most of the picture.
Beyond that, "the bubble pops" if all of these efforts don't end up with money generating fighters; with Wilder getting to PPV, Spence getting to PPV, and Gervonta Davis on the cusp of PPV, with a whole bunch of staves in the fire who could go that way if things play out right (Jermall Charlo, David Benevidez, Caleb Plant, Mario Barrios, Joey Spencer and Ritchardson Hitchens way down the line, etc), things are looking promising.
People forget that Showtime's proceeds from Floyd (after paying Floyd, and covering their expenses) basically were enough to finance 2-3 years of Showtime's boxing budget (when Showtime was stacking 20 shows per year and ShoBox).
Floyd is going to be tough to replicate, but if you have 3-4 strong stars, with a bunch of budding stars under that, you'll still be alright.
