I wouldn’t say he is scared. I think he is within his right as a champion to insist the rematch take place in the U.S. He is the champ, he does not have to risk a backyard robbery in the U.K. or some obscure venue in Saudi Arabia.
He’s not within his rights if the rematch clause doesn’t say he can dictate anything.
Of course, none of us have seen the contract but if he has to do whatever the rematch clause states, then so be it. He signed the contract with the rematch clause and whatever stipulations come with that and he should honour it.

No it isn't, fear in fighting and fear of losing are too different things. All fighters will admit they have a fear of losing, especially if they are champions. That does not mean they are afraid to get in the ring and fight.

That's a lie . Klitschko would not fight without the WBA on the line and was in the promotion. PBC isn't going to do anything but watch multiple titles on the line in Saudi against Pulev when / if Ruiz is stripped.

But the fight will go.on without him if he goes that route , the number 1 and 2 challengers does not hold precedence over a rematch clause in this situation , just go revisit the Klitschko fight he was ranked five and wasn't even ranked in the WBA when the rematch was approved. WBA is a joke they abandoned their own tournament to sell the belt to the highest bidder and gave the others some secondary belts
Remember the WBA didn't sanction the Joshua v Klitschko fight until very late and made promises to other high ranked boxers so they don't get sued
If they try that again with big promoter or Organization like PBC the WBA will get sued to bankruptcy
