Getting licensed should be strict, like getting into the military. With more regulations there'd be less fighters, but also less deaths. Another thing... why not have 1.5 minute breaks between rounds? The brain is more likely to swell up when it doesn't get enough oxygen. Increase the breaks to 1.5 mins and the fighters would have a lot more oxygen and better recovery.
