So the purse bid was cancelled because GBP requested it, and then failed to reach an agreement. And the IBF stripped him after time was due. Seems reasonable.

The mandatory challenger is not obligated to take step aside money. Canelo could offer 50 million bucks and still lose the belt if the mandatory challenger doesn't want to step aside. That's how it should be.

Why would a guy who casuals never heard of be paid that huge amount of money? In recent past, only fighters with established popularity demand that kind of money.
