Yeah, he gave it up. WBC and Alvarez agreed he would give up his World Champion title to become Franchise Champion. When Alvarez vacated, Charlo became the World Champ.
The arrangement allowed the WBC to continue to be connected to Alvarez and for Alvarez not to worry about fighting his mandatory or losing the Franchise title in the ring.
... Charlo isn't a "mando"... while Deveryanchenko is... :)
The reason you fight you're mandatory is so you don't get stripped.
