By the time the rematch takes place, over two years will have gone by since the last mandatory defense. Even if the IBF isn't next in the rotation, which is debatable, Ruiz vs. Joshua II is considered a voluntary defense, so I don't see any mechanism for Ruiz to keep the IBF title. Which means Pulev will be fighting for the vacant belt.
