I think three fighters qualify:
Canelo, especially if he finishes out 2019 strong
Pacquiao, especially if he captures a Duran-Barkley performance before years end.
Mayweather is the popular option but sitting out five years is quite a lot.

May be Ward?
Floyd, because there's nobody who accomplished as much during the same decade. There's no other fighter whose work spans the whole decade and includes so much dominance with NO controversial BS decisions (step aside, Ward and Canelo)
And because he easily defeated the other strong candidate, Canelo, head to head. Breezy easy.
And because Pacqauio won the award for the previous decade. It's Floyd's turn now.
And because Floyd stayed clean.
And because five years of Floyd is better than 10 years of any other fighter this decade.

-Manny MIGHT pull it off, depending on his next two fights.
-Canelo seems to be the forerunner but that could change with a loss. He's has so many close/controversial fights that it would be real easy for the public to turn on him.
Both Ward and Loma are the most deserving but they will get overlooked for the more popular stars because that's how this stuff works.

If not, it’ll probably go to Canelo even though he’s had some gift decisions his resume is still quality.

Lomachenko if he has a solid 2019.
Fighting Toyota Crolla will not do that for him. Also, Linares' bad loss certainty didn't assist..
I could also mention Mikey Garcia as an option, depending on how he closes out 2019.
