Will depend on how he does the bulk, in all likelihood.
Robert, Big G, and Mikey aren't dumb, so I doubt that the plan is to bulk Mikey up to 160 and cut to 147 (if they're smart, Mikey likely bulks to a solid weight near 150, hits the gym for his camp, and likely fights Spence as 145lbs; still the smaller guy, but big enough to physically compete).
Regardless of the weight he does put on, as long as he's within a stone of the weight by camp, he should be able to get down to 135lbs, boil down if need be (fighters within 12-14 pounds of their ring weight, the dry out usually doesn't affect ring performance).
