It doesn't matter what "WE WANT" it is totally up to the fighters and how they feel. They can fight 4 times a year if they want, just don't expect 4 BIG PAYDAYS in a year. But yeah they can do 1 or 2 lower budget events for Stay Active Fights vs weak opponents but fans would still complain about their quality of opponents

If an American fights 2 times a year, folks ask why he only fighting 2 times.

I think it's as simple as boxers are a lot more informed now and they realise that once they raise their competition level and start taking more blows to the head then they are risking long term serious injury.
I have no opinion on what kind of guy Haymon is as I've never heard the guy speak or seen him quoted. But... many of his fighters say he really cares for them and presumably that means he cares about their health and their bank balances. If he is as influential as is made out and he is giving them financial advice such as "you can retire on $2 million if you invest it right" then why would we expect his stable to be fighting 3 times/year or even 2?
I also think that US urban culture is in some ways a counter culture to the decades-established American Dream culture. The new thinking and culture puts more emphasis on playing it smart, don't make any mistakes and don't get ripped off. And this culture has also become entrenched in many parts of western europe too. Too many kids lose their youth working in some dead-end job waiting on a monthly check that never quite stretches to cover all the committments never mind desires. So boxing as a career and nettingf half a million every year for years on end has its attractions.
Plus, the last years the world economy has been in the doldrums - there is only so much disposable income to be tapped. Maybe with the US economy firing on all cylinders again then more events can be put on - although still not sure if many elite boxers will find the risk reward attractive.

Al Haymon's business model isn't built on activity. He just tries to extract as much money from the networks as possible at the expense of keeping a fighter active. It may be good for the bottom line, but it doesn't build fighters' fanbases.
Gary Russell Jr. has fought just once in each of the past four years.

At championship level most fighters are onoy fighting two timea a year, but i didnt say otherwise.

Well sh^t there's your first problem with why you think DAZN fails. You think its an "online live streaming boxing service". Its not. Its a streaming live sports service. Boxing is merely the most notable angle to it currently, or at least to us it is. Others are watching it for the MMA or soccer (or maybe thats some bs soccer they got on DAZN idk I don't watch soccer) right now I'm assuming. The ads are Michael Buffer (a freaking announcer, not a fighter) sitting in front of a microphone mispronouncing DaysInn about six different ways with a couple of fight clips.

With DAZN, Hearn has doubled his dates.
It's not beyond the realms of possibility that his top tier fighters will soon be increasing their activity.
Certainly fighters who are a level below elite, such as the Charlos would be more active under Hearn.
He puts on more shows than anybody else, and that's a fact.
But sometimes boxers themselves prefer to hold off for a different date or opponent for whatever reason.
With Haymons recent deal I expect PBC fighters to become more active tbf.
