I'm seeing reports from a few other places of Jermall Charlo facing of against Willie Monroe Jr on November 17. And Julian Williams on the undercard vs Takeshi Inuoe in an IBF Eliminator.
But I just don't see Charlo-Monroe as a headlining fight (unless the card is in Houston.) This is probably where the Leo Santa-Cruz, Gary Russell Jr. match comes back into play.
Leo did say a few weeks ago that he's fighting in November.

But it made no sense to strip him so soon anyways. Like they weren't going to call the mandatory before years end, let alone force him to defend vs his mandatory before years end. I think that would apply to most, not only Canelo. While it is true the Canelo sanctioning fees are great and all, I don't fault the WBC here. They did the right thing as well as ordering Charlo vs GGG. If GGG doesn't take it, then Charlo gets direct shot at Canelo.

Saul Alvarez becoming emeritus champion (stripped of the title, but with the right to have an immediate title shot "once his injury clears up and he's ready") solves everything (Charlo gets his title shot for the vacant, Alvarez gets to fight Lemieux and Golovkin again without any issue).
Otherwise, we end up with a cluster **** to start 2019 (similar to the Golovkin situation, where Golovkin made a deal with the IBF with no intention of honoring the deal, daring them to strip him, which they did)
