Lennox Lewis was never even top 5 at any point and I don't think Wlad or Vitali ever made the top 10 or if they did right at the bottom.
I've been hearing a lot about how Wilder is a masterfully skilled boxer, has supreme ring IQ, amazing resume and would defeat basically any Heavyweight of the last 30-40 years with ease. I don't think he'd get that same recognition if he was from Europe or Asia. In fact his skill set would be ridiculed the way Loma's or GGG's is and his resume was be ridiculed the way Pacquaio's is.
I don't know about being P4P #1 but he does get a lot of undue hate.

Edit- That said, he does get a lot of unfair criticism from a certain group of people on this site. I think he's an outrageously limited fighter who relies entirely on his power. But there's no rule that says your wins have to be pretty and he did beat a top HW. I mean George Foreman was losing every round until he knocked out Michael Moorer. Unfortunately, this certain group won't give him credit regardless of what he does.

I totally embrace him, I think he is excactly the type of guy HW needs. With goodguy AJ on one side and the loudmouthed and fun Wilder on the other.

I hope it happens this summer, but with AJ probably fighting Big Baby Miller next, Not looking promising for any earlier than December 2018.
If he signs to HBO (which is possible given HBO aired Miller's last fight, doubt they would've unless they knew it would help long term) he would likely fight Miller, whyte and Fury, so that would push it into 2019.
