I am reading the benefits of TRT and while it's not as strong as steroids it seems to be really helpful in giving strenght, energy, etc.
I would guess he has an exception to use some drugs because of cancer. Maybe he's exploiting it.

They are contraindicated for use in patients with a history of cancer or who have taken immunosuppressant drugs.

Either way, depending on the commission and the state, USADA for instance allows for levels as high as 550% of the average 20yo male before it even considers CIR testing.

You can use natural testosterone boosters. Or if you have low T levels you can get a TUE to use synthetic tests.
Just need a dodgy doctor to say you got issues.
