If rigondeaux had some decent to good wins after donaire, he would be higher ranked. But the Donaire fight is 4 years ago and none of his opponent really add to his legacy since then.
Because he's been more impressive lately. Nothing more to it. P4P lists are made on a yearly basis. Lomachenko has been more impressive over the last year or two than Rigondeaux has.

Nobody who shuts Russell out, makes Walters quit, and has shown to be very impressive, despite the close loss to salido, is a hype job. 9 fights with his resume isn't a hype job. Rigondeaux's opponents have not been that great, and more are likely basing it off of that.

His resume is superior to Rigo's because he's actually fought better opponents. The Fact that GRJ looks unstoppable right now at 126 gives Lomachenko's resume a huge boost over Rigo's.
It matters what your opponents do after you beat them. If you beat a guy that's on a winning streak and he does **** afterwards, all that means is that they weren't that good to begin with.
Look at where Donaire is right now. He got demolished by Nicholas Walters, another guy Lomachenko beat, and he got schooled by Magdaleno. The Donaire fight is Rigo's biggest win and that took place 4 years ago. He hasn't faced anyone noteworthy in the last 4 years.It could be that Rigondeaux ruined donaire.

4. His dominance and climbing to weight can only be compared to a Prime Floyd Mayweather and a Prime Pacquiao.
6. He fights three times a year.
Not only does Lomachenko has a better resume, better credentials, better career, and more active, he is also better than Rigo in the eye to eye test.The first one is not true. lomachenko fought 6 times in wsb, with professional rules, and the fact that he was paid for it, make him a professional fighter before his debut in the USA.
