1 credible win in 38 fights, even that fight that he did win against Shawn Porter was a very close and scrappy victory that could have gone either way.
In my honest opinion, I think he's the worst welterweight champion of this decade, his careful management always meant he was fighting bums.
The times he fought GGG and ESJ he got ****ed over.

I don't know what you were watching but that is absolutely not true. Spence was nervous and apprehensive at first, the fight definitely began at Kell's pace and he was the more comfortable and in control of the two. As it went on Spence took over, but in no way did he dominate that fight from start to finish.
Kell is a great fighter. He counters well, has a solid IQ and is extremely strong. Unfortunately he seems to have issues with either the integrity of his eye sockets or bone density in general, plus he's taken two hugely demoralising losses in a row. He will never be at the top of his game now.
the odds on getting 2 broken eye sockets 2 fights in a row must be 80 quad trillion to one.
Obviously Eddie Hearn agrees with you because if he doesn't, then why on earth would he cash him out against a punching destroyer like Gennady Golovkin?
I am no fan of Hearn and his bullsh*t but Brook wanting that money, anyway, anyhow, was a big factor as well.

Brook could have gone through Khan, Berto, Diego Chavez, Danny Garcia, Lamount Peterson and Thurman and possibly beat them all.
Hes a good boxer, very sharp with good power. Its just a shame Eddie Hearn managed him poorly and either gave him ridiculously hard fights like GGG and Spence or ridiculously easy fight like Frankie Gavin and no hope Dan.

Khan is the only one out of that list that I'd have bet on Brook to beat, and only because of Khan's (lack of) chin.
He's a pretty good fighter, to be fair. Take a couple of retirement fights at 154 and say goodbye to boxing. That face won't hold up longer than that. Good luck.

Spence is really good and brook tested him really well.
Loma looked great across more than one division and looked impressive against Russel Jr. and Nicholas Walters. Crawford has been dominant in more than one weight class and looked dominant against Gamboa, Burns, and Postol.
The point is when Loma and Crawford stepped up in competition or weight classes, they maintained their dominance. Kell Brook has 1 or so strong wins against Shawn Porter who (has since) demonstrated he was not as good as his hype. And in that fight Kell Brook was not anywhere near as dominant as Crawford or Loma have been when they stepped up in competition.
Brook also got stopped by an unproven prospect in Spence. Loma's lone loss was a fight he would easily win now, today, but he was unaccustomed the ruggedness of professional fights. That and Laurence Cole is arguably the WORST referee in the last 15 years.
Shawn porter is better than anything on Crawford and Loma's record. That says a lot.

He never actually tested himself at 147, he went through the easiest path. If we look at the people he could/should have fought in his time at 147, then you would know he waste the little talent he had. He was good but never elite. Stalled his career for too long wasting his prime years fighting C level guys. 1 good win other than that nothing significant.

You say Broner didn't try until the last round against Porter, but why is that? Porter's a wild, brawling rough house mofo and Broner couldn't do shit with him all night until the end, which was not enough. Later, the rarely seen Brook beat the difficult Porter. Paulie couldn't punch because of brittle hands, but he's a cagey, savvy fighter. That's how he lasted as long as he did.
I'm not saying Brook is a superhero, but he sure had the balls to fight one of the most feared men in boxing in Golovkin, while moving up 2 weight classes to do it. While Canelo calls the man up to the ring after KOing glass-jawed and lighter Khan. He talked huge shit in his moment of bravado, then realized, "Oh shit, I'm not ready for this guy yet", and handed Golovkin his belt. I will allow that fighting GGG was a dangerous mistake, which exposed a weakness in his orbital bones. He did at least showcase his ability to give Golovkin a hard time with excellent speed, timing and accuracy. It gave Jacobs the courage to face Golovkin, which in turn gave Canelo courage too. For Kell's trouble, he now probably has titanium steel reinforcing both orbital bones, which may be strong enough to give him another crack at boxing.
