This thread let's try to be unbiased and really think about this first, it's a question I've asked others before with no answers.
Floyd came out in 2009 or so about drug testing. He flat out did not trust that pacquaio was clean, and it had also been noted by many that the NSAC's testing was as old as dinosaurs. It was a known fact that the NSAC'S tests would NOT pick up HGH, EPO, and many other designer PEDs, it was also known the testing could easily be manipulated.
Travis Tygart took over USADAs program "Travis T. Tygart became USADA’s Chief Executive Officer in September of 2007". Anyone who knows anything about testing knows Tygart was after lance Armstrong the entire time until Armstrong finally gave up and admitted his use.
To make this short, lance Armstrong was and still is a highly popular name in the sports world, more popular imo than Floyd Mayweather is, though Floyd is still popular enough.
Tygart was after Armstrong from the beginning when he took over USADA.
The question is...if Floyd was indeed using, why would Tygart not want to put him in a situation where he could let the cat out of the bag? Money? Armstrong was worth 125 million dollars at the time. While that's not 500+ million that Floyd has, Tygart could've gotten a nice payday from Armstrong and just kept quiet right? With all of the theories about all of this, I find it hard to believe Tygart would not want to expose Floyd if there was wrong doing. Tygart would get accolades for busting some of the biggest athletes in 2 decades, and the recognition of that would be far more than the risk of getting caught with bribery.
To me, the temptation to further my career and become a hero seems like a better option than the above.

I have read USADA detailed rebuttal which contradicts Mr Hauser claims.
Given Mr Hauser has falsely reported inaccurate information and misinformation in the same article you're quoting - the Morales conspiracy doesn't have any credibility.
More of the same article from the same source written by an author that has admitted inaccuracies - that only quotes Victor Conte - reads like an advertisement for VADA.

2. The approval of Floyd's TUE was done by an independent committee of doctors who have no knowledge of the identity of the applicant - that was submitted 3 weeks later.
3. Floyd provided a partial urine sample before and after the IV. I can reasonably imagine this weighs heavily when granting approval.

I have no knowledge of any of that stuff you just wrote about. All I know is that both Pacquiao and Mayweather have both been tested clean many times and never once been found guilty of using anything illegal. I assume they are both clean fighters and have no reason to assume otherwise.

The only thing "WADA" that VADA and Victor Conte does is have hired uber drivers drop off samples at a lab that has the ability to perform WADA protocols. They just order from the dollar menu.
Floyd never got caught for PED use because he has used his vast wealth to help the US Government build a portal to Zebulon 3 that is known to have the most effective and most undetectable PEDs in the universe.
I heard it was in the form of an IV which would explain the IV and why he never got caught up because it just appeared normal along with all his tests. In a century or so our testing will catch up and Floyd will be discredited then!

The USADA claims to test athletes all year round, however, Mayweather is somehow exempt. He only tests after his fights are announced. Hence his short notice to fight most of his opponents. Berto received only 39 days notice.

Stamina is one. Weight loss is another. Recovery time after workouts is another. Speed and quickness another. FWIW, PEDs don't always guarantee desired results. Look at Morales versus Garcia, look at James Toney.

Equally he was hardly high volume enough that at 147 he wouldnt require them for stamina, he was always quick so cant see speed being a reason and although as you get older recovery time is an issue he was an such an elite athlete that his change in fight plan over his career is enough for me to think the iv issue is nothing.
The reason why I always thought the Mayweather iv was genuine and not masking performance enhancing drugs is why would a boxer who ended up with only 2 ko's in 15 fights from 147 and above (1 against Hatton moving up a weight and the other the Ortiz one which was hardly a display of power) be on steroids, his whole game plan boiled down to being the better boxer.
