Daniel Jacobs is a career middleweight fighter (having been fighting at the amateur 165lbs since he was 19 years old); why folks ignore that fact is beyond me.
No fighter is going to commit themselves to a hard training camp, come in on weight, put on 20 pounds after weighing in, and perform sharp on fight night. Bodies are different, but the rule of thumb seems to be that a stone/15 lbs is about the max that a fighter can put back on without any impact on ability.
Is this all legit with the timeline?
Reading the IBF rules & it says the normal weigh in needs to take place between 20-30 hours before the first bout of the show. So that means if the first bout of this show didn't start at 3pm (assuming the weigh in did happen at 9am), which may or may not be the case, then the first weigh in didn't meet the expectations to their own rules. And if thats correct Jacobs may have a "non-cheating" (lol NSBers) version of events.
I know if I'm expecting to weigh in in the early afternoon for the official weigh in & the morning after for the 10lb weigh in & the official weigh in got pushed forward several hours you damn sure better push forward the 10lb weigh in too. I think most reasonable people would expect that & it seems perfectly logical to me.

Some people are being too emotional. The official weigh in was moved to the morning at 9AM or so, instead of being at 5 in the evening. The IBF morning re-weigh time, didn't change though. That means that about 7-8 hours was added to the time period that the fighters had to stay within 10 pounds of their weigh in weight. The weigh in change was a last minute thing. It obviously didn't mesh with Jacobs rehydration plans so he skipped the IBF reweigh, instead of weakening himself.

Yeah, they weighed in on Friday morning, instead of the usual time. The IBF reweigh time stayed the same though, to my knowledge. That means about 8 hours was added to the time that the fighters had to stay under 10 pounds of their weigh in weight.

Lemieux did exactly the same!
Lemieux put up 17lb after 24 hours and he knocked out Stevens cold in 2 rounds.
Jacobs has almost 40 hours so he will easily be 180-185lb in the ring.
