Wlad would beat Ortiz by decision or a late round KO but casual fans wouldn't be very interested in that fight because of Ortiz's low profile. Joshua brings more money and a bigger fan base.

He was fighting on HBO because he was with golden boy they have no reason to invest in him now. So he has no network backing. And the one shot he had at getting a big fight was to become the mandatory for the fury klit winner by beating Ustinov.
