Thats not how it works. Either you win the purse bid & command where the fight takes place or you take your chances & if you stick to your word & the fight gets put back in Russia you get stripped. Although to be fair with all the bs with Povetkin (pushing back the fight cuz he wasn't ready + all this substance stuff) & with the potential of a fight with Joshua, Fury or Klitschko by the time his injuries have healed at can't fault him for steering into bigger challenges/fights. Povetkin will just end up fighting for the vacant WBC belt eventually in that case & with Wilder's injuries I wouldn't be surprised if Povetkin gets put into a interim title fight now if the WBC is stilling doing those (I can't keep up with that bs so idek). If they had have fought in November last year Povetkin would have legally been able to use the PED he tested positive for. This is still the biggest payday for Wilder, it will happen.
