The real question is how much money could a Pac/Broner fight actually generate? Because if Pac is guaranteed 20mil, how much is going to be leftover for Broner? And if Broner was asking for 10mil to fight Garcia, wouldn't it be a much bigger number for a Pac fight? And it's not just the pay day that would be a reason for Broner to take the Pac fight...it's a chance to improve his brand. I guess fighters are a lot like the stars in the sky: some are bright, & others are dim.
I think we have different interpretations of the word "haunt." I don't know where you got this information from, but Arum did not say this line while promoting a Sugar Ray Leonard fight. He said it a few years ago, long after SRL was gone from boxing, about another fighter he was promoting.All the records show he said it in 1981. Maybe he was re-quoted.

Paqcuiao is in the news saying he's not coming back any time soon. Bob Arum is selling something that is not there.

Honestly at first glance of this fight, I figured Broner would get about 3-3.5 with a % of ppv sales. But Pacquiao put out a statement that there is no truth to the media reports that he will be taking a leave from his senate duties to fight again.

Arum low-balled Tim Bradley (reneging on the rematch bonus in the original deal as well) and low-balled Juan Manuel Marquez (even after he flattened Pacquiao), in the obvious examples.
Broner likely made (from his purse, whatever sponsors he has, and his share off of being a co-promoter of the event) $2m on the Theophane fight, but that doesn't matter.
Pacquiao's last fight did **** business (losing money, in words coming directly from Arum), Top Rank has no other option in-house that will leave Arum not losing his hat again on the fight, and Broner is coming to the table with a name of his own to bring some money with him (while also having an easy handful of other options where he can make at least another $2m once everything is counted).
Simple supply and demand. nah lol. Broner has never made over 2mil for a fight and top rank has given Bradley over 27mil in purses. He's good lol. He makes more than any PBC fighter. He's had 4 paydays of 4mil or more. Hell he even got 4.1 mil as b side for Marquez.
Marquez with ppv upside got over 9 mil for PAC 3 and 4. He's even said it. He made 2.9 mil for Alvarado even.
