1.) Brook (had a much easier time with Porter than Thurman did... but who else has he fought? Not a solid #1 by any means, Vargas fight will tell a lot).
2.) Thurman (undefeated, but Porter fight was razor thin, giving Brook the edge).
3.) Bradley (Only 2 losses on record were to Pacquiao. Impressive resume. Proven).
4.) Danny Garcia (a gift decision pushes him down the list, but he belongs in elite discussion).
5.) Porter (gatekeeper... warrior.)
Honorable mention: Spence Jr. (Undefeated but still proving himself.... could easily be #1 in 2017).
My biggest concern here is what's next for Bradley? Tim better hope Bob will put him in with someone outside of Top Rank if he wants to stay in this discussion.....

on the cusp: Vargas, and Spence
1) Keith Thurman & Tim Bradley (tied) - Would have been Bradley, but I think he's lost his edge nowadays. Been through too many wars. He was a very fast dude back in the day, i.e. when he fought Peterson, Alexander. Good chin. Big heart. The way he handled Vargas up until the 12th shows his level of skill. He also showed his elite level of game when he beat Marquez. His movement was phenomenal until Teddy started making him sit down on his shots. Chin level good, skill levels overridden by a habit of going toe to toe or becoming complacent, abandoning game plan and getting caught with bombs (ie the whole provodnikov fight (where he tried to prove a point), vargas rd 12). His heart makes up for it.
Keith showed he has skills in all dimensions of his game without clinching. I worry fighters will target his body now as it may be proving to be a soft spot. Needs a better jab. Great power, footwork + movement, good at being the aggressor or fighting off the back foot + counter punching. Needs to learn to jab more and could do with clinching when he gets in trouble. Chin level good.
2) Kell Brook - Fought the perfect fight against Porter. Seems solid in all aspects of the game. Thurman would be hard for him to beat as he doesn't rush in like Shawn and I would pick Thurman to beat him narrowly on points, I reckon Thurman is quicker, and a better counter puncher. Good on the inside. Good jab. Chin level good/unknown.
3) Shawn Porter - Tough as hell dude, you need elite level skills to beat him, or even just to hold him off. Can't really see anyone beating him easily unless they could land the perfect shot on him coming in. Fights wild but it's effective. Great chin.
4) Errol Spence - Another guy with solid fundamentals. An almost complete fighter. Give him a few years and he may be the top guy. Not sure if he has the same stamina or speed as the top guys but time will tell. Not sure if he could handle somebody like Porter yet. Has good timing and power. Chin level - unknown.
5) Danny Garcia - Reluctant to put this here. But he's better than Khan LOL. Unproven at welter, but I can't see him beating any of the top three guys. He could possibly land a hook on porter rushing in but that's about it. I do believe he has great timing and always seems to get the W, but his days are numbered as I see it. Good timing, good power, great chin.
Marquez would have been on this list if he was still active. So too would Manny and Floyd obviously. If Crawford came up to welter he would be above Danny at least IMO, with the potential to be close to the top 2 (same as Spence).

Garcia loses to Porter, no doubt about it in my eyes. I'm also not convinced Bradley can beat Porter, in fact, I think he could possibly lose to Garcia as well.
