Will be interesting to see if the PBC lasts longer than Top Rank Boxing on ESPN did.
Paying for a time buy isn't the issue; if you actually look at if, Haymon paid NBC an alleged $20m for the NBC package (show for show, it's not like the cost is so steep that no one else could do it).
The issue is having a TV network confident enough in your pitch to chose to run with your programming (and provide additional investment on their own) instead of simply plugging in two hours of Sharp Vaccuum/Ninja Bullet programming.

Exactly this, along with having enough actual content to make yourself attractive. What, or better yet who, can Top Rank offer anyone right now to warrant a long term relationship with a network? Crawford maybe, but one could argue Haymon has the equivalent of 20 Crawfords already (young talented fighters who have not yet broke through to mainstream PPV success)

Arum's situation is way worse and he has even less choices, though.
You can't sue a guy for $100M & expect a business arrangement will be forthcoming. Arum isn't dumb enough to think that either. But as usual his media angling is tip top. He's the best promoter at controlling the narrative of the boxing landscape & fights being or not being made in the business for sure now, but probably ever too.

Believe me, if Haymon can come out of his hiding, he'll sound more desperate. PBC is in deep financial trouble. He'll let these fights happen, mark my word. He's running out of choice himself.
Drop the lawsuit and come up with some type of agreement to do some fights together
No desperation needed, if boxing don't show some type of unity then I'm very concerned about the future of the sport especially here in the US in which nobody is talking about boxing here in the Mainstream Media unless Mayweather is attached to it.
