My only problem with this ranking is Floyd is a liar so ESPN should wait until November when the sanctioning bodies require Floyd to return the belts. Right now, he is still champion and thus should be ranked #1.

I agree he is number one in the welterweight division since Floyd retired. Floyd and Manny were 1 and 2 so naturally number 2 moves to 1.
Nah, he wasn't even number two according to most before losing to Mayweather, he doesn't suddenly move up after that fight. Top five right now perhaps, but no number one. But who knows, Manny's a tough SOB, he might surprise us.
EDIT: I was referring to pound for pound. I consider Manny the top active welterweight at the moment.
