I think it should happen in London. It would be the first time Pacquiao would get booed and be the villain or bad guy going into a fight and the Brits would overwhelmingly back Amir Khan in that fight.
but the fight would have to be in a smaller arena, because it won't sell much because Pacquiao isn't popular or well known among the boxing fans or even the brits there do they have any arenas that sit 12 thousand tops in the London area?
Pacquiao next fight is likely outside of the USA though, I think England would be the best bet at least they could get Amir Khan fans to tune in.

I think Middle East is somewhat unchartered territory and could be interesting but they are usually strict on the no-alcohol rules and the time zone differential is big (but I guess they made Macau work). Shrug.
My first guess is that it will be Vegas, after Arum blows some smoke up our asses about all the places he's considering. 2nd is UK.
