If you go by WADA rules you'd be right. Every fighter has to follow NSAC rules if they fight in Nevada though. Under NSAC rules he did nothing illegal. Usada uses the Wada guidelines No one not NSAC, Wada or Usada allows over 50 ml of anything over a 6 hr period before a fights plus NSAC is the only one that can grant TUE exemptions ..Ironic that Usada gave Floyd the exemption yet NSAC would have never gave it to him ..
