If it provides any sort of competetive advantage then it is a PED, whether it's making weight, rehydrating or in the ring it is still illegal and banned for a reason as it takes away the level playing field aspect of sport.
Redfoxx is somewhat right about some people wanting security on others not losing no idea why though we all watch boxing to be entertained win or loss (even with your fave fighter) you should still be happy as a boxing fan for getting to view a good spectacle.

Nonetheless, because Mr. Mayweather was voluntarily taking part in a USADA program, and therefore subject to the rules of the WADA Code, he took the additional step of applying for a TUE after the IV infusion was administered in order remain in compliance with the USADA program.
