That is totally untrue. WBO does not permit it's title holders to hold titles in multiple weight classes. Floyd holds titles at 154 which he has never really defended and which he refuses to vacate. As such, he was stripped of the WBO title he won from Pacquaio.
Kovalev currently holds the WBO, WBA and IBF titles and none of those organizations have a problem with it. WBC even made him their mandatory defense in the goal of having one, undisputed, unified champion at that weight class.
