Alexander is a world title holder at the weight and holds a win over Maidana who you rate highly and gave Mayweather hell in their first meeting. Doesn't that count for something?
I'd agree if you mentioned Chaves, Thurman and Ali in the same breath, although Ali is levels below even those two.
I agree with you with regards to Alexander and of the fighters mentioned he has clearly go the best achievements - hence him being on my list. The trouble with placing him arises with the fact that he has good wins and is a former world champions but has gone 1-2 in his last three fights. Clearly good, but not done much well recently.

Opinions should not over look objectivity, JMM hasn't fought in ages and lost to Bradley quite clearly.
Brook beat a world titlist in Porter who many said was going to KO him. Chaves is a b level slugger and guerrero has done nothing of not since getting embarrassed by mayweather.
Well, if brook were to fight Guerrero or Chavez I would then rank him higher. We have to wait and see who his next opponent is and the outcome of the fight.
The bottom three are really a matter of taste. Very hard to pick between Rios, Alexander, Chaves and Ali as none of them have clearly proven themselves to better than each other. The Alexander Chaves fight should help clear the bottom of the list up a little.

What's Chaves potential based on?

Apart from the positions of Thurman and Rios, that's a good list, very good in fact. Just wish there's a round robin of fights between Brook, Khan and Bradley, with a second one between Porter, Maidana and Alexander/Thurman.

I'm kinda ranking them off of accomplishments/competition. JMM win over Pac has been the best WW win in years IMO. Plus if you notice the top 4 have pretty much all fought each other. Khan has the better resume out of Thurman/Brook imo also. Brook best win to date is Porter, which is solid. But don't get him in my top 5. However, I'm pretty sure he will be there in the next couple of years. Thurman has a good win over Chaves and Guerrero which puts him just above Brook. Again, just my opinion.

Since Provodnikov (a fight I thought Bradley lost) he has looked faded and vulnerable. Pacquiao beat him easily, Vargas, who has Malignaggi power, put him on queer street with a single punch, a close fight with Chavez....Yeah, I rate Thurman higher at this stage.
Vargas landed a good shot, that's that. Bradley won almost every round preceding that.
