I would say Garcia, he's been on the shelf for a while he was fighting like every three months. Then TR tried matching him up with Gamboa, then all of the sudden he doesn't like his contract. At least Ward is getting paid and Khan is getting paid as well Chavez Jr has a fight lined up next month, so I would say Garcia out of this list.

Good list, Ward takes the cake, he was on his way to greatness, now who knows.
What about Gamboa and Kirkland? (both are with 50, wtf)
Gamboa looked great early in his career, yeah he gets hit and was dropped something like7 times before Crawford, but he was a SRL clone, fast hands, power and fun to watch.
Kirkland has turned down fights and now with his biggest coming up, he fired his trainer, who he has never lost with for a rookie.

Ward by far, he has not parlay his career defining W that he got back in 2011 over Carl Froch into anything, infact he basically have fell out of grace with all the boxing fans and boxing in general except a few die hard fans (lord only knows why) but all in all he has to start from 0. He will be fighting on BET in a time slot that his promoters will be paying to have him on TV because no networks want to air his BS fights.
Second will be Garcia because he made decision that have put him at a standstill but he still young and can bounce back strong and still have plenty of time to get his career back on track.
Third will be Chavez jr although he doing what he wants, as he basically has the same issue as Mikey Garcia but he doesnt care he not letting Arum sit his ass down he still fighting and in breach of his contract, you know whats that saying a bird in the hand is worth more then 2 in the bush.
Amir Khan although he basically destroying his career with cherry picking decisions (not worse then danny garcia) but he is at least active then the entire bunch and is still keeping his name out there good or bad he is talked about everyday in the boxing world.
Easily Ward in my eyes. He went from fighter of the year, to Super 6 and consensus champ of his division, primed to become the next big superstar...and managed to fade out without anyone seemingly caring one iota? And I understand injuries can sideline you some, but at least get a tune up fight in every now and again, he has one fight in 2012, and another single fight in 2013. Someone should have told him that this sport lives on the phrase "what have you done lately" - and I think he's in for a rude awakening if he wants to return to prominence, because it's unlikely he'll ever have the momentum he had in 2011 ever again.
I think Ward. He was one of the best fighters in he world and then he just stopped fighting and now he doesn't seem to understand that taking these breaks is making him even less popular.

At least some of those guys have been getting paid, Stevenson has been as bad as Khan if not worse but atleast they are fighting and making money.

Three of the four guys here had promotional disputes that kept them out of the ring. For example I don't know the details of Ward's situation but it must have been bad to keep him out of the ring for so long.
It's hard to fault Ward for being sidelined as there really aren't guys at 168 looking to fight him. He's doing alright for himself signing 40 million dollar contracts with Roc Nation.
Chavez Jr.'s career is dong just fine, he's one of the biggest draws in the sport just by virtue of his name. He doesn't need to fight big names to be successful.
Amir Khan is also doing fine, though I cannot imagine he's won many fans with his media presence over the last week.
Mikey Garcia is completely absent from public view and he's a guy who needed every bit of exposure he could get, as his style isn't the most fan-friendly and he was a little guy to begin with.
im gonna say Ward just because he had so much momentum after the Super 6...those were legit names he beat and he follows it up by being an announcer
