When you mention drug testing in sports there are two agencies that most people are familiar with - USADA and VADA. Let's study the track record of each respective agency to determine which of the two has the higher success rate and better credentials.
USADA
Lied about testing Broner and DeMarco for their upcoming fights. They released a statement claiming that both Broner and Demarco have successfully past all of the test, DeMarco revealed afterwards that he was never tested. (Source)
Erik Morales tested positive TWICE before his fight with Danny Garcia, USADA kept the results hidden for months allowing Morales to fight, both USADA, GBP, NYSAC, and Showtime were aware of the situation, not a single **** was given. (Source)
Tested Peter Quillin for his fight with Winky Wright, destroyed all drug testing samples before results could be taken. (Source)
VADA
Richard Schaefer threatened to file a lawsuit against them when they made Lamont Peterson's failed test results public without letting him know about it first. (Source)
Robert Garcia was pissed off at how they handled Rios's test sample, hinting that there may have been some ****ery involved, all that was dismissed when Rios admitted to taking a supplement known as Jack3d, which apparently contains a banned substance in the ingredients. (Source)
They found traces of PEDs in Andre Berto's system and wasted no time in making the results public, causing the event to be canceled, no fighter was allowed to fight with the benefits of using PEDs. (Source)
Lamont Peterson, Brandon Rios, and Andre Berto have all failed VADA testing. USADA has caught Erik Morales and even if more athletes have tested positive chances are we wouldn't know about it due to their non-disclosure contracts. They have contracts that allow test results to be forwarded directly to the client instead of the state athletic commission; this is a recipe for deception.
Considering all of the above, it would be logical to assume that VADA is ethically superior to USADA, but everyone is entitled to their own opinion...

Under both cases the timing was limited because of the lack of haste with the Promoters involved. If Promoter agreements and contracts are not signed and delivered in a timely manner, there is little anyone can do. Everything is supposed to done before training camp, not midway through training camp.
Case in-point, with the Kovalev and Pascal matter, if both of them agreed to use VADA, there would have only been a few weeks of testing. And that is a big problem.
What does mean more professional. VADA is barely existing. They have a code which the collectors don't even follow and their financial funding is unclear.
USADA doesn't mismanage their timelines. It comes down to money. You want that result faster, pay the extra fee. You want results faster, that's like 30$ at the UCLA lab.

Like for instance, there have been times when NSAC got a positive test from a pre-fight or post fight test. But had they randomly tested the fighter many weeks in-advance, they would've most likely found out the fighter was sky high juiced and saved his opponent from damage.
But when you test late, you risk receiving bad results late after the fact.
