The fights to gauge both of these fighters in this fantasy match up are Pacquiao vs Cotto and Hearns vs Leonard I
Pacquiao was at his best in this fight, and Hearns was in his prime as a welter and weighed in at 145lbs for the bout.
It would be a great fight both having the power to take each other out. But Pacquiao would have the advantages in speed and footwork. Tommy also kept his right low and was open to the left hook. Hearns's jab would not have been as effective against the southpaw. And when Hearns was hurt he was hurt for a long time and Pacquiao is a great finisher.
I think for the first few rounds Pacquiao uses his speed and footwork and just tries to land his punches against Hearns staying away from a dog fight. But as Hearns tires, and that right hand drops, Pacquiao begins to land the left with more gusto and hurts Tommy. Then Pacquiao will bring it and Hearns will not last much longer after than that.

If you seen a WW Pac up against a WW Hearns, Hearns is significantly less conditioned and really slender at that weight. He is pretty quick and his long range power is going to be a factor which might catch Pac out that's true but he isn't any faster than any of the fighters Pac has already dispatched, and not as skilled as many of them either. What he does have is a longer range (that can also be swarmed and tied up though in close) and power. But Pac has decimated many great boxers.
It would be interesting that's all I can say. Obviously a bigger Hearns is different.

Manny Pacquiao is a great fighter, that said, anyone without an agenda can clearly see there's no realistic way he wins this fight
Hearns is pretty big.
But Manny did beat Margarito pretty good.

It goes a bit deeper than "he's too big". Hearns has the best jab and right hand of all time. He had all the other punches too, fast hands and very accurate. He knocked out cold guys at 160 and 175. He was a true bonafide power puncher...im done here.
Yes, he did have a great jab, but against a southpaw, it normally take away the jab for both fighters.
He was fast, but Pacquiao is faster.
And in this fight Hearns is weighing in at 145lbs. There won't be much in it weight wise.
Manny was wobbled and lifted off the canvas by featherfisted Tim Bradley.
A bodyshot from shot to hell Margarito made him sit on the ropes.
A right from JMM made him go to sleep on his face.
Hearns would EASILLY catch Pac pulling out or falling in.
Manny would never get past the jab...you can't miss him with a right hand...that's why he cant even beat JMM.
Hearns is just too much for JMM's leftovers.
The Marquez punch was a freak one. Pacquiao was reckless, launched in with a desperate Marquez tripped over his foot and landed chin first in to a hail mary of a punch.
Bradley and Marg punches hurt but this is boxing that is what punches do.
Pacquiao fights this fight much like his approach to fighting Oscar. He won't look for anything big himself, and will just look to stay out of Hearns's power.
Very difficult given the reach and height advantages of Hearns, but Pacquiao fast footowork, his lateral movement and fast hands make him have the tools to do the job.

Yes, most people think Hearns will win. He may do, we will never know. I've stated my reasons for my thinking and they are a little bit more than, "Hearns is too big" as the counter is.
