Solution is the first time a fighter misses weight, he defaults to that division and so on upwards.

Now this is a good idea. Judges, and ref should be selected by a neutral third party as well.
But same-day weigh-ins are asking for trouble.
The reason they changed it is because guys were fighting dehydrated and there was more chance of brain damage said the medicos who wanted to ban the sport, then you have the situation where guys don't make weight and the fight is in jeopardy with only a few hours to go which would cause lots of problems for promoters and the betting side of things.
The system they have now is a loophole where the best at dropping weight has a major advantage when rehydrated so fighters will always exploit that, same day weigh-in sounds good but is not really viable in today's high-stakes game.

When a boxer is drains tehir body, they drain it of all fluids, most importantly water. The brain is protected in the skull with a protective layer of fluid (mostly water) actng as insulation between the skull and brain.
If a boxer were to go into a fight not fully hydrated, he'd be at much hgher risk for brain injuries/trauma/concussions, etc.
A good analogy would be like putting an egg in an empty glass (same day weigh-ins where boxer is dehydrated; not fully hydrated), and an egg in a glass full of water (24+ hour weigh-ins from fight night; fully hydrated). Now shake those glasses, and which egg ("brain") do you think is going to damage/crack easier?
Ths is a crude analogy, of course, but it illustrates the dangers of a boxer not being properly hydrated/drained going into a fight.

If a boxer is stupid enough to persist with dehydraing himself because he doesn't want to fight at his natural weight, he deserves to face the consequences. Best and most realistic thing they could do is make rehydration clauses more common.
Pennsylvania still does same day weigh-ins, and that's why you'll never see any major fights in Philadelphia.
As L33tboxingdewd pointed out, there's concerns people will still dehydrate themselves hours before the fight (like they do in high school wrestling), and makes themselves more susceptible to brain damage.
To counter these issues, they should implement a rehydration clause where you weigh in a second time, 12-8 hours before the event, and not be allowed to weigh beyond the next weight class.
Just make it 2hrs before the fight , if you are heavy you forfeit your purse to your opponent and no titles can be won by the guy that didnt make weight , the guy that made weight can still win the title .
If both are heavy they forfiet 1/2 their purses and no titles exchange hands .

i cannot explain to you the amount of people trying to get into the free weigh in for alvarez - floyd. i've never seen so many people turned away from an event. there were thousands of people wandering through that casino and losing money. they wouldn't have been there wihtout a day-prior weigh in.

The venue (Vegas) need and want that event to allow event goers time to gamble for possibly two-three days in a row. That dollar is still King!
But by all accounts and in the spirit of fairness, same-day weigh-ins should be the norm. Or to keep with the current trend, the commission should insist on mandatory max-weight penalties in order to do away with MW's ending up fighting WW's.
