I have no source but I'm positive he did. Remember when Lucas fought Peterson? Lucas requested a catchweight of 141 so Peterson's belt wouldn't be on the line because if it was for his belt, Lucas would have lost his mandatory position to Garcia.
I think Rubio is tired of waiting around and/or was paid some "go the hell away" money.
ok. I didn't think Rubio would get/take a GGG fight for this reason. But if he gets a title shot and gets an additional sum as you suggest than I can see why he'd jump at the chance to fight near home.
I think that's unfair. Fighting GGG and losing should have no bearing on your WBC mandatory status.
Most likely not, I don't even think you can unify a non-interim with an interim
this, i think if rubio wants to keep his interim belt the fight should be like the matthysse/peterson one, where they fought a pound over the limit so both could keep their respectives belts, lucas the interim (and the mandatory challenge) and peterson the ibf
If GGG beats Rubio and gets the WBC interim belt then will the WBC order Cotto or whoever WBC lineal champ is to fight GGG?
No.
Anyone know-Did Rubio have to relinquish his #1 spot to get the fight with GGG?

No golovkin is the WBA champ. The WBA champ cant be a mandatory for the WBC champ.
