I agree with your top 3 also but for some reason i think rigo has the best footwork because he knows how to position himself perfectly although it's not as entertaining as Ali or Leonard
ali is more off balance than pacquiao, pacquiao for a guy with terrible footwork and being off balance all the time sure manages alot of powershots(which takes being in balance) while on the move, ali wasn't even considered much of a puncher until he stopped using his feet as much, i think people seriously underestimate how difficult and how much skill it takes to punch as hard as a guy like pacquiao does while giving you the angles he gives you, this means in those milliseconds that he's turning you he plants his feet for a power attack, he's not an arm puncher
ali's footwork was good in a division where everyone fought like they were 6'7 with cement feet(ironically, klitschko had much faster feet than alot of those old heavies)
duran throwing all those fients(jab, wide left hook) stutter stepping forward to someone while also at times simultaneaously moving laterally with those stutter steps before getting in range to plant his feet and letting go of highly powerful punches, epic
and roy jones was as godly as he was mainly due to his footwork, seriously, probabley the best footwork i've ever seen except when it came to box on the backfoot, as he usually just ended up on the ropes
rigondeaux is amazing also, i haven't seen anyone else do what he does, those stutter steps back as a guy is attacking, he steps all the way out at one time, the next he might only move back to avoid the first or first two punches and when you think he's gonna keep moving back he stops, you're punch goes way past his head, he sticks a left to your liver and pounces out again with his feet before you can get him back, happens in a flash, very impressive, i think it might be the only footwork i would not be able to pull off without alot of practice, there aren't many athletic moves i can't do in boxing, but rigo's is more than athleticism, takes a ton of skill, truely awesome display of footwork

none of these guys match up with the likes of Ali, Leonard, Robinson, Moore, Charles and a few others.
Possibly Hopkins but Duran? I don't think so, he was great but a bit too slow at times, especially above 135 and he needed to set himself to launch punches, rather than hitting on the move, which is what great footwork allows.
Noway RJJ and Rigo should be mentioned in the upper echelons of any departing in boxing...well RJJ possibly in physical gifts but that's it.

rigo and roy jones are olympic gold medalists(roy should be), most of those guys that win gold have tremendous footwork, rigo has won only gold through his entire career(according to wiki), so his feet are just aesthetically awesome to witness, but also probabley the best of all time as he's considered by some to be the greatest amatuers(i dont know, i dont follow amatuer boxing, but he's definitely a beast)

GREAT footwork is very hard to judge by the eye.
There are many forms of footwork.
Accurate and fast placement of the feet during punching and evasive movements with good positioning and with timing is what constitutes good footwork from a real fighting skills point of view.
"Running" does not necessarily include the above^^^
Muhammad Ali is a good example of an excellent runner but not so good up close.
Good runners are much easier to see straight out, there's nothing subtle about it, it's evident.
Not that running is always a bad thing. If you can use it to get in and out without getting hit like Ali did or like Morrison did against Foreman etc then it works and it's good footwork.
It's just different forms of footwork.
Hopkins. Not fancy like Ali or SRL, but could create any angles he wanted with the slightest pivot. Always on balance and near impossible to pin him on the ropes, let alone the corner. Oh, and all of this was done using whilst preserving energy. Efficient feet > fancy feet.
Some of the best guys i've seen are Ray Robinson and Ali obviously.
But guys like Ezzard Charles and Joe Walcott also had excellent footwork.
Smaller guys, I think Mayweather has some of the best footwork I can remember.
Just throwing a few names that are usually forgotten.
Terry Norris, Michael Nunn, Ezzard Charles, Roberto Duran (offensively), Julio Cesar Chavez (offensively), Ricardo Lopez.
Tyson deserves a shout it's not atg status but his foot work from defense to offense was seamless at times.
