Not at the level of today, nor where they used as frequently as today. There are many more athletes I can name that date much further back that fought and participated into their 40's and even 50's without ped's.

What they all have in common besides PED's ? Loved and admired by millions and rich and not 1 of them ever been to jail for PED abuse . People will do anything to get to the top and if there are no punishment for breaking the rules why the fk wouldnt they try to get the edge especially knowing other people already are.

Typically when people talk about PED's, their referring specifically to Anabolics. Eg. Nandrolone, which is a banned substance in boxing and other athletics. To the point of your question - what do they do?
Anabolics have a variety effects, depending on how much you take, and what you take them with. Some of the effects can be increased red blood cell production (thereby increasing the amount of oxygen in your muscles via increased haemoglobin), increased lean muscle mass, reduce fat, and act as a diuretic. The latter, diuretics, help with cutting weight, and can also help mask other drugs that may be banned.
Taking any one of them on it's own, can't produce something like a harder punch. Nor can it make you move faster, think faster, be more agile, or any other Marvel superpower people claim steroids give.

You may also be taking a Taurine supplement to aid proper growth of your new found lean muscle mass in skeletal muscles, or if you're taking steroids orally, to help reduce the cramping from the huge amounts of stress you're putting on your liver.
How does this all relate to sports and testing? Well, it's important to note that there is an acceptable amount allowed for these banned substances. This is because people produce/consume a certain amount of them. If you have exceed the allowed limit, then you are accused of doping. There is nothing wrong with using peds. In boxing or in sports. If people in other aspects of life can use peds, so should athletes.

JMMs KO of Pac was being overhyped, it's obvious there are certain benefits of using steroids, but it is in my opinion not that im disrespectful of anyone elses, but in my opinion its used by boxers in 126/154 lbs for increased recovery rates and assistance in shedding the weight quicker. The strength gains from the steroids I have knowledge of just doesnt indicate the massive punching power gains, I think its more a major boost in endurance and muscle fatigue.
Who knows today there are probably steroids that make you put no water weight on at all but let you benchpress from 240lbs to 300lbs with one course, and remain undetectable.
PEDs whilst trying to cut weight might not improve punching power, but having almost limitless stamina for 12 rounds means you can throw constant bombs without becoming fatigued which would give the impression of improved power
They can increase stamina and allow for longer training. The increased stamina from EPO could very likely allow them to be hitting harder, later into a match. So I guess technically the fatigue prevention gained from some PEDs would allow you to hit harder at times where your punches would normally be losing some pop.

Mosley against Mayweather Smaller getting push around by the roided Mayweather, tired after two rounds, head getting snap back. Mayweather a twig at 25 when testosterone is at it's greatest Had trouble with Jesus Chavez, Carlos Famous Hernadez and got his butt kick by Paul Spadafora. Mayweather when he moved up to welter and Jr Middle More Muscular even though testosterone is suppose to decline, took punches well from bigger guys stamina is excellent even at 37 years even though great fighter of the past like Ali, Louis were shells of their former self
