Here's some food for thought. It is and will always be at the discretion of the testing organization when to start and when to end random PED testing.

Lets make it simpler for your brain... Whether it's USADA, VADA, WADA, they decide if they will end/cutoff the testing @ 14 days, 18 days, or 24 days.
Manny was not guaranteed when there would be a certain cutoff date and time, so (obviously) he avoid it by putting up roadblocks and making the public and fans think that he wanted to fight by saying: "I agreed to everything" when everyone knows he did not agree to anything. VADA, USADA, and even NSAC do not release details about the testing while it's on-going. And out of the three, only USADA has been willing to publicly release details shortly AFTER the fight has already ended. Whether it's a week later, or a month later. And USADA has only released results if they receive a high volume of inquiries. And it's really still at their discretion, so even inquiries doesn't mean they'll still release it. VADA and NSAC will NOT release details regardless of inquiry or inquiry volume.

I understand the concept of 'random', however, why didn't they 'randomly' test the fighters during the last 2 weeks leading up to the fight. In fact, everyone involved in this process should have privately or publicly insisted upon it. This drug testing was the central focus of the fight between Mayweather and Mosley. This drug testing is what destroyed the first round of negotiations between Manny and Floyd.
We hear for months from Team Mayweather how Manny should submit to the random testing and that he's scared or hiding something because he won't. But, now we come to find out that this magnificent style of drug testing that is supposed to 'save' Boxing, was flawed in its first run.
They didn't insist on it, because they didn't know they were no longer going to be blood tested. They didn't know that the blood testing was going to stop at 18 days. It was RANDOM you dumb moron.

You are completely ignorant. There was no cutoff agreement. The USADA simply chose not to test them within 18 days of the fight. They could have tested them up until the day of the fight.
That's why this testing crap only works in Mayweather's favor. He's fully roided in the ring while his opponent can't take the benefit of getting away with positive test results. The guy is a fraud. hehe...
